Description:The Topeka and Shawnee County Public Library is the Library Journal 2016 Library of the Year. We're looking for a Human Resources Director to join the executive team and lead our engaged and community-centered workforce of employees and volunteers. Reporting to the CEO, the Human Resources Director leads a staff of two responsible for recruitment and retention of a diverse workforce of employees and volunteers; employee compensation and benefits plans; organizational culture and employee engagement; employee relations, and legal compliance.
Responsibilities:• Provides guidance and oversight to department managers and supervisors. • Conducts policy research; develops and recommends personnel policies. • Interprets the Library’s Employee Handbook. • Provides consultation on employee relations, performance management and discipline. • Maintains knowledge of trends in employee benefits and human resources management, including policies, practices, and legislation. • Conducts investigations and prepares reports and recommendations. • Prepares and administers the Human Resources Department budget. • Selects and supervises Human Resources staff, and leads staff in implementing department goals and objectives. • Annually reviews and administers the organization's compensation & benefits program. • Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters. • Develops and maintains a human resource information system that meets the organization's personnel information needs. • Provides direction and leadership to the Library’s Volunteer Program. • Serves a member of the senior administrative team and the Management Council. Education and experience: Bachelor’s degree from an accredited college or university in human resource management, public administration, business administration, or a related field; plus five years of professional experience as a generalist in human resource management, three of which must have been at the senior staff or management level; or an equivalent combination of education and experience. Previous supervisory experience required. Certification as Professional in Human Resources (PHR, SHRM-CP) or Senior Professional in Human Resources (SPHR, SHRM-SCP) is preferred. Knowledge, skills, and abilities: • Comprehensive knowledge of the principles, practices, and methods of employee benefits and modern human resource management including selection, classification, compensation, employee relations, employee development, and performance management. • Considerable knowledge of laws and legislative trends relating to municipal human resource management. • Knowledge of modern principles and practices of team management and continuous quality improvement. • Knowledge of human resource systems. • Ability to plan and direct the activities of the Human Resources Department. • Ability to provide leadership and guidance on human resources management throughout the organization. • Ability to exercise leadership and promote the values set forth in the library’s mission statement. • Ability to analyze information from multiple perspectives, and make sound decisions and recommendations. • Ability to develop professional relationships and interact effectively with library staff at all levels, members of the Library Boards, and the general public. • Ability to communicate effectively under various circumstances orally and in writing. • Ability to make effective presentations • Ability to guide, develop and motivate staff. • Ability to function effectively in a team-oriented management environment. • Skill in negotiating and resolving conflicts. • Skill in planning and directing the effective use of department resources. • Skill in the use of standard office and specialized human resource software.

Salary & Benefits:Starting salary will be in the range of $62,240 to $77,700 depending on qualifications. Excellent benefits include health, dental and vision insurance, retirement plan (KPERS), long term disability and group life insurance, sick leave and vacation, and other optional benefits including a deferred compensation plan.
